Lead KM Consultant, Technical Assistance in Knowledge Management, Land Bank of the Philippines, August 2017 – February 2018. Technical assistance in formation and training of a cross-functional KM Core Team in KM assessments and formulation of KM strategy and road map; design and piloting of a training program integrating quality management, knowledge management and innovation; served as Team Leader.
KM Consultant, Development of the project implementation plan of Knowledge Services for the Global Disaster Risk Reduction Community, UNISDR Geneva, December 2015 – February 2016. I formulated a project implementation plan for the new KM unit in UNISDR headquarters aligned with the new priorities adopted by the new Special Representative of the Secretary General, including drafting of project briefs for funding by donors.
Team Leader and KM Specialist, Building Capacity and Strengthening Partnerships for Carabao Development Program, Philippine Carabao Center through SEARCA (Southeast Asian Regional Center for Graduate Study and Research in Agriculture), April 2015 – December 2017. I am serving as Team Leader coordinating all consultants and staff work; as KM Specialist, conducted KM audit through six types of questionnaires, interviews and focus group discussions; lead in planning and delivery of learning events: KM workshop, training of trainers in writing effective knowledge products, online training of content managers; set up a cross-regional learning website.
Lead KM resource person, Technical Assistance on Knowledge Management, Manila North Tollways Corporation, 22 November 2013 to 5 June 2014. I led a team in conducting KM assessments, training and advising their KM core group in formulating a corporate KM strategy, and mentoring the group members in selecting and planning their first set of KM projects.
KM Expert, Developing Strategic Directions for the PhilHealth Knowledge Management Platform, September-November 2012. I led a team conduct KM assessments to recommend strategic directions for KM which was validated in a workshop among PhilHealth managers.
KM Facilitator, Workshop for Designing an Integrating KM Framework, Misys Philippines, February – May 2010. Misys has many separate KM and learning initiatives; after diagnostic interviews, I designed and facilitated a workshop among senior managers to formulate a KM framework to integrate and prioritize those initiatives.
Lead KM Consultant, SME Resource Network of the Davao City Chamber of Commerce and Industries, for the KM Readiness Assessment Project for Mindanao Economic Development Council (MEDCo), June – July 2009. I designed and guided a team from SMERN and CCLFI conduct a KM Readiness Assessment for three KM initiatives of MEDCo, namely, web-based KM for stakeholders, MEDCo intranet for productivity and MINDPeace as a thematic community of practice.
KM Consultant and Facilitator, KM Road Mapping Workshop for the Asian Institute of Management TEaM Energy Center for Bridging Societal Divides, May 2009. I conducted a survey and interviews of top managers and studied the Center’s latest strategic planning session to gather inputs; I then designed and facilitated a KM Road Mapping Workshop for the staff of the Center.
Lead KM Consultant, National Commission on the Role of Filipino Women, funded by the Canadian International Development Agency (CIDA), November 2007 – July 2008. I led a team that assisted the Commission in formulating a vision towards becoming a learning organization, a 3-year KM roadmap and target KM competency and a 1-year KM action plan, organizing an internal KM Team and training the KM Team in specific KM tools along their target KM competencies: using intranet for work productivity, design of portal responding to user needs, GAD knowledge taxonomy, integrating KM into performance evaluation system, web-based expertise directory, documentation and computerization of a business process, collection and organization of knowledge products and tools.
KM Consultant, International Labour Organization Regional Office for Asia and the Pacific, Bangkok, June – July, 2007. I conducted studies and formulated a proposed KM strategy for the Regional Office, its three Sub-Regional Offices, and country offices; and drafted a proposed Asia-Pacific Network for Decent Work.
KM Consultant, Canadian International Development Agency (CIDA) –Philippines, August – September, 2006; August 2007; August 2009. I conducted KM training for the CIDA Philippine office and for various CIDA projects across the Philippines, and provided advice towards a KM strategy and cross-project KM.
Consultant in Knowledge Management, World Health Organization, Western Pacific Regional Office, February – August, 2006. I assisted an in-house KM team formulate a KM strategy and plan for the WHO Regional Office.
Project Leader and Lead KM Consultant, “Formulating a Knowledge Management Framework for the Department of Health” (July 2005 – May 2006). I helped the Department – consisting of more than 3,000 employees across 25 bureaus/centers – identify, organize and train an internal cross-functional KM Team, conduct KM assessments including survey of stakeholders’ information needs and taxonomy of internal information/knowledge needs, assisted the KM Team formulate a KM strategy and program for the Department; in a subsequent project, I led a team which assisted the KM Team plan, practice and document priority web-based KM tools.
Consultant, “Strategic Framework Formulation for the Designing of Relevant and State-of-the-Art Knowledge-Based Information System at the House of Representatives for Effective and Efficient E-Governance”, Knowledge Management Systems Bureau/Congressional Planning and Budget Office, House of Representatives, Republic of the Philippines; funded by UNDP (September 2004 – February 2005). I conducted surveys, interviews and workshops to help the House (the Philippine Congress or lower house or legislative body) design a KM Framework by which to identify next priority KM and IT development.

KM Consultant, User Needs and User-Facing Requirements for the Resilient Cities Connect Platform, UN Office of Disaster Risk Reduction, July – September 2015. I analyzed needs of cities for knowledge, technologies, products and services in disaster risk reduction; recommended improvements in the design of the platform; facilitated a workshop to reach a consensus among UNISDR and its partners on the final design.
KM Consultant, Bangko Sentral ng Pilipinas (Central Bank of the Philippines), October 2014 to February 2015. I designed and facilitated a mentoring program for the KM Technical Working Group to enable them to design and plan a bank-wide KM Portal and several KM applications in the portal, including formulating the user-level specifications for the IT developer/service provider that will develop and install the portal.
Lead KM Specialist, Applying Knowledge Management to Scale up Partnership Investments for Sustainable Development of Large Marine Ecosystems of East Asia and their Coasts, PEMSEA, funded by World Bank-GEF, February 2014-June 2015. I led a team that designed a KM logical framework consistent with a project logical framework, applied it to building new capacities for investment promotion in integrated coastal management by an inter-governmental organization, formulated the implementation plan for the project and led a team in implementing the KM and IT components of the project.
International Consultant, Knowledge Capture and Sharing Specialist, Provision of Knowledge Products and Services to Developing Member Countries through Systematic Knowledge Sharing (TA-8392 REG), Asian Development Bank, December 2013 – August 2014. I examined the project cycle in the ADB, identified opportunities for cross-project learning, selected the most feasible changes in policies and procedures, and formulated operational guidelines and templates for these new procedures.
International KM Expert, Programme Formulation Team, K4DM Programme (Knowledge for Development Management), UNDP Bangladesh and Government of Bangladesh, September-October 2013. I served as the KM specialist of an international team that developed the project document for a UNDP-supported project to assist the Bangladesh government apply KM in improving (a) the policy making process in the finance ministry, (b) management of projects funded by UNDP and (c) delivery of public services.
KM and Communications Specialist, Regional Cooperation on Knowledge Management, Policy and Institutional Support to the Coral Triangle Initiative (ADB project TA 7307-REG), April-October 2012. I wrote four knowledge products (“Guidelines and tips on how to start and nurture a community of practice”, “Tips in preparing effective knowledge products”, “Designing a demand-driven website” and “Guidelines for KM to support a coordinative group”), delivered a KM Appreciation Course and evaluated CTI websites.
KM Specialist, Development of Information and Knowledge Management Guidelines and Procedures for the Corporate-Community Sustainability Department of Sagittarius Mines Inc., February – May 2012. A led a team that designed a web-based M&E tool for tracking, managing, generating lessons and continuous improvement of several business processes.
KM Consultant, Developing Online Mechanisms for Multi-stakeholder Consultation, for UNISDR (United Nations International Strategy for Disaster Risk Reduction), Geneva, Switzerland, December 2011. I surveyed various technical options for engaging UNISDR stakeholders in online consultation processes, evaluated these options in terms of cost, set up time, stakeholder participation and staffing requirement, and recommended a mix that is appropriate to UNISDR mandate and lean staff structure at headquarters and regional offices.
